Does this cylinder come with a pump?

No. It's the cylinder only. It's made to connect to Size Matters pumps, which you buy on their own. If you already have that pump, this drops right on.

What size does the 2 x 9 fit?

The 2-inch opening works well for most average girths, and the 9-inch height leaves room to grow into the tube. If you know you run wider than average, size up on the diameter instead.

Do I need gaskets or a sleeve to get a seal?

No gaskets required. The tapered mouth seals against your body on its own. A little water-based lube around the rim makes the seal tighter and more comfortable.
